露天乾貯仍爭論 核一廠除役環評 還需補件再審

核一廠1號機運轉執照在5日到期後，除役計畫的環評程序也進入第二次初審。完成環評，是核發除役許可的必要條件之一，因此環團與在地居民表達「在確保安全無虞的情況下，應該儘速通過除役環評」的主張。甚至指出二號機也已經一年多沒運作了，應該跟一號機一起趕快把燃料棒移出來，降低安全威脅。
不過，乾式貯存設施仍是最大的爭議，由於台電計畫第一期使用露天貯存、第二期才在改室內貯存，不但新北市政府以不核發水保執照來反制，環團也要求一次到位直接做室內乾貯，也有當地民眾擔憂目前選用的不鏽鋼桶，焊接的部位容易發生鏽蝕，應改採一體成型的貯存桶。
由於廠區及上游地區的山崩土石流潛勢，可能對乾貯設施等除役作業造成風險等問題，此案還需補件再審，小組要求台電在明年2月底前完成補充，聞訊，部分民眾直呼太久了。
雖然希望儘早完成除役，但新北市府、在地民眾仍擔憂核廢料在「暫存」40年後，仍會因覓無最終場址而繼續留在核一廠內，新北市與環團建議環評比照原能會在「核一廠除役計畫」的審查中，做出明確決議，要求核一廠乾式貯存設施不得轉做最終處置場所。新北市環保局表態，要先知道到底這些核廢料要在新北市「暫放」多久。
台電重申，「依照相關法規與地質條件，核一廠的乾式貯存設施絕不會成為最終處置場」；等待最終處置場依《放射性物料管理法》及其相關規定建置完成後，乾貯設施中的核廢料將移至最終處置場置放。而未來無論是推動最終處置或集中式貯存計畫，等選定場址後，台電公司將另辦理環評，確保場址周遭安全無虞。
不過，在環評書件中有關乾貯及殘餘風險的部分，環評審查小組批評有避重就輕的狀況。露天乾貯計畫目前遭新北市以水保審查阻擋，蠻野心足生態協會律師蔡雅瀅指出，目前露天乾貯的選址，緊鄰豪雨時有土石崩落的山坡、以及名列土石流潛勢溪的乾華溪，並非相對安全的地點，因此主張改採室內乾貯，以確保安全。 二期室內乾貯評未完成 拆廠階段恐增為11年 到時挨罰30萬
台電2016年3月送出核一廠除役的環評案，並自願進入二階。台電提出四階段除役的規劃，包括停機過渡、除役拆廠、最終狀態偵測階段、廠址復原階段。
在今年8月進行第一次初審時，小組要求補充說明除役四階段改變情形及細部規劃期程，並就各階段最惡劣情境可能發生的複合式災害，提出因應對策及資源投入規劃，且納入國外除役案例，盤點殘餘風險及強化民眾風險溝通作業；對當地河川水質、地表逕流及點源排放提出影響評估；提出拆除方式與廢棄物的廠內堆置與去化。也要求持續執行對文化資產、海域生態的調查資料，作為後續追蹤比對依據。
在這次的補件中，台電補充說明具體指出，停機過渡階段：將日用油槽區既有設施拆除，並新建第二期用過核子燃料室內乾式貯存設施（含再取出單元）、新建低放射性廢棄物貯存庫及廢棄土石堆置場。
除役拆廠階段：第二期用過核子燃料乾式貯存設施（含再取出單元）、新建低放射性廢棄物貯存庫及廢棄土石堆置場完成後開始運轉。後期將包商貨櫃區清空，設置鋼筋混凝土塊分離場。廠址最終狀態偵測階段：一號機、二號機（聯合結構廠房及汽機廠房）、主煙囪等主要設施拆除、鋼筋混凝土塊分離場運轉。廠址復原階段：其他零星建築物拆除、鋼筋混凝土塊分離場使用完畢拆除。
不過，這次在環評資料中，台電提出的「除役拆廠階段」，從2027到2038年，總共11年，與原能會日前在新聞稿上提出的8年內完成拆除，分4年工程、2年測試、2年審查的規劃略有出入，主因是二期室內乾貯的投資可行性評估報告尚未完成所致，顯然將與完成審查的除役計畫不同。原能會表示，依照目前的法規，只能對台電罰款30萬元。

只見店家監視器顯示，「小偷」一進門就在貨架前徘徊，看似在挑選商品，後來趁著四下無人，立馬奮力一站，將挑好的商品咬走之後，立刻逃出店外，全程不到23秒，讓網友全笑翻，安慰店家只能認賠，因為這名「小偷」根本是一隻狗狗。
